The first zoning ordinance adopted was by New York City in 1916. New Brunswick was an early adopter of zoning regulations, as the City adopted its first zoning ordinance in 1924. The ordinance was written by Herbert S. Swan of New York City. Mr. Swan was involved with the drafting of the original New York City ordinance and acted as the Executive Secretary of the New York City Zoning Committee.
