NOTICE TO BIDDERS
Sealed proposals will be received by the Purchasing Board of the City of New Brunswick, NJ at City Hall, 78 Bayard Street, New Brunswick, NJ. The bids will be publicly opened and read in the Council Chambers on Thursday, July 13, 2017 at 10:00 a.m., prevailing time for 2017 Furnish and Delivery of Regulatory Signs, Specification No. 912-17, for the City of New Brunswick.
The work will be in accordance with the specifications prepared by Richard W. Moody, P.E., City Engineer and adopted by the City Council of the City of New Brunswick, NJ which specifications are now on file in the City Engineer’s Office, 25 Kirkpatrick Street, New Brunswick, NJ 08901 where they may be seen or procured by bidders.
Each bidder is required to bid on only a fixed price, which will be maintained throughout the contract.
Each bid shall be accompanied by a certified check, cashiers check or bid bond payable to the City Treasurer of the City of New Brunswick, as a guarantee that if the contract is awarded to him he will enter into a contract therefore. The amount so deposited shall be ten percent (10%) of the bid, but in no case in excess of $20,000.00.
N.J.S.A. 40A11-14, provides that the Governing Body of any municipality may provide the form and manner of approval of all guarantee, indemnity, fidelity or other bonds required.
Bidders must comply with P.L.1963 Chapter 150 (Prevailing Wage), P.L.1975 Chapter 127, N.J.A.C. 17:27-1.1 et seq., N.J.S.A. 10:5-31 et seq., P.L. 1977 Chapter 33 and with P.L. 1999 Chapter 238. In addition, all bidders must comply with the Public Works Contractor Registration Act – N.J.S.A. 34:11-56.48 et seq. Bidder must furnish a copy of their State of New Jersey Business Registration Certificate prior to award of contract in order for the contract to be awarded. Persons awarded a contract under these procedures are required to comply with the requirements for Business Entity Disclosure Certification, Equal Employment Opportunity Laws and Regulations, Americans With Disabilities Act of 1990, P.L. 2004, C19, The New Jersey Local Unit Pay-to-Play Law (N.J.S.A. 19:44-A-20.4 et seq.), New Jersey Campaign Contributions and Expenditure Reporting Act (N.J.S.A. 19:44A-1 et seq.) and the Disclosure of Investment Activity in Iran. According to 40A:11-23, the City is prohibited from receiving bids on Mondays or any day directly following a State or Federal Holiday.
The City Council of the City of New Brunswick reserves the right to reject any and all bids if in its opinion it is in the best interest so to do.
