Sealed Proposals for the Rutgers Village Water Main Replacement Project – Phase III Specification #771-19W will be received by the Purchasing Board of the City of New Brunswick, at City Hall, 78 Bayard Street, New Brunswick, NJ on June 12, 2019 at 10:00 A.M., prevailing time, at which time and place they will be publicly opened and read aloud.  No Proposals will be accepted after said hour.

This project includes the installation of approximately 2,200 LF of water mains along the section of Tunison Road between Wilcox Road and South Pennington Road within the City.

The scope of work includes various improvements of water mains through the construction of new 8-inch and 12-inch Ductile Iron Pipe Class 52 Potable Water Mains along with fittings, service connections and components. This new water main system shall connect to the existing infrastructure which currently operates throughout the City.  The bidders shall provide all material and labor necessary to perform the installation as per the construction documents and specifications.  Site work scope includes various traffic control devices, clearing site, soil erosion and sediment control measures, excavation, restoration of asphalt pavement, various driveway restorations, curb restoration, and landscape restorations.  The Contract will allow 60 calendar days for completion of the work from the notice to proceed.

All work under the applicable awarded contract must be completed within the specified duration from notice to proceed. Notice to Proceed will be issued within 60 days of contract award date and coordinated with the Contractor.

The work will be in accordance with the specifications prepared by SUBURBAN CONSULTING ENGINEERS, INC. and adopted by the City Council of the City of New Brunswick.  Copies of the Contract Documents may be obtained between the hours of 8:00 A.M. and 5:00 P.M. daily except Saturdays, Sundays, and Holidays beginning on May 20, 2019 at the offices of SUBURBAN CONSULTING ENGINEERS, INC. at 96 U.S. Highway 206, Suite 101; Flanders, New Jersey 07836.

The cost for the Contract Documents is $75.00 per set and is non-refundable. Payment for Contract Documents shall be by cash, money order, certified check or major credit card and shall be made payable to SUBURBAN CONSULTING ENGINEERS, INC. Contract documents cannot be purchased through the mail. SUBURBAN CONSULTING ENGINEERS, INC. will not be held responsible for contract documents purchased via courier service.

Proposals shall be made on the forms provided and made part of the Contract Documents, which shall be submitted intact. Each bidder is required to bid on only a fixed price, which will be maintained throughout the contract.  A certified check or cashier’s check made payable to the order of the City of New Brunswick, or a duly executed Bid Bond, in the amount of ten percent (10%) of each bid, but in no case in excess of $20,000.00 must be deposited by the Bidder together with a Surety Consent evidencing that he can obtain the required Performance Bond.

The successful Bidder shall be required to deliver to the Town an executed Performance Bond of a responsible indemnity company authorized to do business in the State of New Jersey.

The City of New Brunswick reserves the right to consider bids for sixty (60) days after their receipt.
