NOTICE TO BIDDERS
City of New Brunswick, County of Middlesex, State of New Jersey
Sealed proposals for Rutgers Village Water Main Replacement Project – Phase II Specification #625-17W will be received by the Purchasing Board of the City of New Brunswick, NJ at City Hall, 78 Bayard Street, New Brunswick, NJ. The bids will be publicly opened and read in the Council Chambers on Wednesday, November 1st, 2017, at 10:00 o’clock AM, prevailing time; no Proposals will be accepted after said hour.
The scope or work for Contracts A, B, and C include various improvements of water mains through the construction of new 8” Ductile Iron Pipe Class 52 Potable Water Mains along with fittings, service connections and components. This new water main system shall connect to the existing infrastructure which currently operates throughout the City. The bidders shall provide all material and labor necessary to perform the installation as per the construction documents and specifications. Site work scope includes various traffic control devices, clearing site, soil erosion and sediment control measures, excavation, restoration of asphalt pavement, various driveway restorations, curb restoration, and landscape restorations.
Contract A of this project includes the installation of approximately 1,000 LF of water mains along the section of Tunison Road between Burnet Street and Antile Road within the City. The contractor shall anticipate all work located in the intersection of Burnet Street and Tunison Road be conducted at night.
Contract B of this project includes the installation of approximately 1,400 LF of water mains along the section of Tunison Road between the intersections of Wilcox Road within the City.
Contract C of this project includes the installation of approximately 1,700 LF of water mains along Wilcox Road and Halstead Road within the City. Improvements will also entail approximately 1,700 LF of a 4” yelomine PVC temporary water main and appurtenances necessary for water main replacement installation.
The work will be in accordance with the specifications prepared by SUBURBAN CONSULTING ENGINEERS, INC. and adopted by the City Council of the City of New Brunswick, NJ. Copies of the Contract Documents may be obtained between the hours of 9:00 A.M and 4:00 P.M. daily except Saturdays, Sundays, and Holidays and are now on file at SUBURBAN CONSULTING ENGINEERS Office, 96 U.S. Highway 206, Suite 101, Flanders, New Jersey 07836 where they may be seen or procured by bidders for a non- refundable fee of $75.00. Payment for Contract Documents shall be by cash, money order, or certified check and shall be made payable to SUBURBAN CONSULTING ENGINEERS, INC. Contract documents cannot be purchased through the mail. SUBURBAN CONSULTING ENGINEERS, INC. will not be held responsible for contract documents purchased via courier service.
The Contract will allow the following calendar days for completion of the work from the notice to proceed:
Contract A – 180 calendar days Contract B – 180 calendar days Contract C – 180 calendar days
Proposals shall be made on the forms provided and made part of the Contract Documents, which shall be submitted intact. Each bidder is required to bid on only a fixed price, which will be maintained throughout the contract.
Each bid shall be accompanied by a certified check, cashier’s check, or bid bond payable to the City Treasurer of the City of New Brunswick, as a guarantee that if the contract is awarded to him he will enter into a contract therefore. The amount so deposited shall be ten percent (10%) of the bid, but in no case in excess of
N.J.S.A. 40A11-14, provides that the Governing Body of any municipality may provide the form and manner of approval of all guarantee, indemnity, fidelity or other bonds required.
Bidders are required to comply with the requirements of the New Jersey State Statutes:
P.L.1963 Chapter 150 (Prevailing Wage), P.L.1975 Chapter 127, N.J.A.C. 17:27, N.J.S.A. 10:5-31 et seq., P.L. 1977 Chapter 33 and with P.L. 1999 Chapter 238. In addition, all bidders must comply with the Public Works Contractor Registration Act – N.J.S.A. 34:11-56.48 et seq., when applicable and comply with the Contractor Responsibility Certification and respond to the Disclosure of Investment Activities in Iran form. According to 40A:11-23, the City is prohibited from receiving bids on Mondays or any day directly following a State or Federal Holiday.
